Establishment, Roles, and Functions on the Ministry of Youth Development and Sports

Background

The Ministry of Youth Development and Sports (MoYDS) is a sector of the Vanuatu National Government. It was established through The Council of Ministers (COM) Decision No. 206 of 2021, combining the Social Development Department with the Youth and Sports Development Ministry to encompass additional portfolios. This strategic merger aims to enhance the efficiency and effectiveness of services provided to the youth and the broader community.
In implementing this decision, we are dedicated to forming partnerships with the individuals we serve and other stakeholders. Our goal is to utilize entrusted resources efficiently, effectively, and innovatively to address the Government's priorities. Transparency and accountability are paramount in our decision-making processes, actions, and overall performance. We actively promote the sharing of knowledge and the exchange of expertise with other departments and the welfare sector while remaining open to learning from those experiences. In carrying out our duties, we uphold the Constitution of the Republic of Vanuatu, adhere to the laws governing public service, and follow the Code of Conduct for Public Service.
Since the MoYDS is no longer amalgamated with the Department of Women's Affairs, COM Decision No. 206 of 2021 remains a fundamental guide in shaping our operations. We are committed to ensuring a smooth transition and functioning of the Ministry while maintaining our dedication to service excellence and regulatory compliance.

Our Primary Objectives

 The Ministry's primary objectives focus on creating a supportive environment that cherishes and caters to:
 a) Empowering the youth socioeconomically by providing them with skills, training, and opportunities for economic  
 growth and independence.
 b)
Promoting sports development by investing in infrastructure, training programs, and sporting events to foster a  
 healthy and competitive environment.
 c) Embracing the values of culture and heritage by organizing festivals, exhibitions, and educational programs to  
 raise awareness, appreciation, and preservation of our unique traditions.
 Through mutual collaboration with stakeholders and development partners, we strive to foster unity among the 
 people of Vanuatu and instill pride in our rich cultural heritage.

 Our Core Functions Our Primary Objectives

 The Ministry carries out its mandate with a primary focus on the following core functions:
 1) Promoting Sportsmanship.
 We encourage fair play, ethical behaviour, and respect in sports while promoting recreational and leisure activities 
 to enhance physical and mental well-being.
 2) Nurturing Arts & Culture.
 We are committed to promoting and celebrating the arts, music, and cultural heritage of our nation, supporting artists while ensuring the preservation of our cultural legacy for future generations.
3) Empowering Underrepresented Groups.
We prioritize the active participation of children, youth, women, and individuals with special needs in decision-making process, recognizing their unique perspec

tives to shape effective policies and programs.
4) Ensuring Equity and Inclusion.
We strive to create a society free from discrimination, promoting equal opportunities for all individuals,
regardless of background, gender, age, or abilities.
5) Upholding HUman Rights.
We actively promote and protect human rights, working to raise awareness and advocacy
for the fundamental freedoms and dignity of every individual.
6) Support Special Needs.
We are dedicated to promoting inclusivity for individuals with special needs.

  • Enhancing Livelihood Opportunities:
    Improving the quality of life for children, youth, and women through various initiatives.
  • Developing sport competitiveness:
    Creating opportunities for athletes to compete at local, national, and international levels
    through strategic planning and training programs.
  • Cultural Preservation & Promotion:
    Organizing cultural events and developing creative industries to foster economic growth while appreciating our local traditions and customs.
  • Prioritizing Needs of Women and Children:
    Actively engaging in efforts to improve conditions for women, girls, and children through policy implementation that promotes gender equality and access to essential services.
  •  Mental Health and Special Needs Advocacy:
    Providing a platform for collaboration concerning mental health and supporting families impacted by special needs.
